Parties Vote to Ratify 2025-2029 Collective Agreements: Key Dates to Note

CSSEA is pleased to announce that Employers have voted to ratify each of the three Collective Agreements by an overwhelming majority. Results are the following:

  • Community Living Services: 96.3% in favour
  • General Services: 86.7% in favour
  • Indigenous Services: 100% in favour

The unions of the CSSBA have also ratified the Collective Agreements as of May 21, 2026. As a result, the tentative agreements reached on April 23, 2026 are binding on all parties as of May 21, 2026.

The new wage grids are currently being finalized with the unions and will be sent to Employers as soon they are ready. In the meantime, please consult this Summary of Changes document for comprehensive details on the new agreements, and note the following changes to the collective agreements that are to be implemented on the effective dates, as outlined below:

IS Agreement Only

Pay the Temporary Market Adjustments as per the Main Public Service Agreement. CSSEA and CSSBA to review the TMA rates and issue an update.

Supportive Housing Employers Only

Adjust the Temporary Market Adjustments for the identified Grid 11 classifications.

PSJEP Adjustment – Grid 6 to Grid 7

Child care classifications covered by a Non-Provincially Funded (NPF) agreement – classified and paid in accordance with the JJEP Wage Grid. The classifications to be included in this initiative are: ECE, ECE Senior, ECE Assistant, School Aged Child Worker, and Child Care Resource and Referral Worker.

IS Agreement Only

Pay the Temporary Market Adjustments as per the Main Public Service Agreement. CSSEA and CSSBA to review the TMA rates and issue an update.

Supportive Housing Employers Only

Adjust the Temporary Market Adjustments for the identified Grid 11 classifications

Afternoon shift premium is increased to $0.45 per hour.

Psychologist from $1,000 to $1,500/person/calendar year

Vision care from $350 to $500/person every 24 months

Implement new Indigenous Services Job Evaluation Plan and the wage adjustments resulting from reclassifications.

CLS and GS

Low Wage Redress Adjustments to address gaps in the top step of the Grid 10 JJEP Wage, the wage gap for Paraprofessional Supervisors and Layered-Over employees, and the elimination of Step 1 of the JJEP Wage Grid. Implement as soon as able upon receipt of the new wage schedules from CSSEA.

December 31, 2026

All Agreements: CLS, GS, and IS

Retention Incentive Benefit payment – start calculating the one-time payment to regular employees on staff as of December 31, 2026. Upon completing calculations, invoice CSSEA which will administer the Fund. CSSEA to issue payments from the Fund in April 2027.

Pay the Retention Incentive Benefit.

Effective the first full pay period beginning on or after

April 1, 2027

All Agreements: CLS, GS, and IS

General Wage Increases of 3% – implement as soon as able after receipt of the new wage schedules from CSSEA.

Supportive Housing Employers Only

The Temporary Market Adjustments for the identified Grid 11 classifications for 2027 is to be determined and will be issued upon finalization of wage rates under the Community Health Collective Agreement.

Health and Welfare Benefit – eliminate dual coverage restriction for dental and extended health care

Pay the Retention Incentive Benefit.

General Wage Increases of 3% – implement as soon as able after receipt of the new wage schedules from CSSEA.

Low Wage Redress adjustments from the LWR fund of $10,500,000 – implement as soon as able upon receipt of the new wage schedules from CSSEA.
