Further to CSSEA’s Information Updates on June 12 and June 26, the provincial government formalized the transfer of the supportive housing agencies from CSSEA to the Health Employers Association of BC (HEABC) by Order in Council dated July 10, 2025. Effective immediately, the listed agencies under Schedule 1 are now “health sector” employers represented by HEABC and no longer members of CSSEA.
Despite this formality, there are no immediate actions that your agencies need to take. As previously mentioned, continue to apply your CSSEA collective agreement and contact your CSSEA Advocate/Consultant for advice and assistance subject to the timelines noted below.
Regarding the effective dates for the health sector collector agreements, HEABC has negotiated agreements with the Community Bargaining Association (for the Community Health Collective Agreement), the Health Sciences Professionals Bargaining Association (for the Health Sciences Professionals Collective Agreement), and the Nurses Bargaining Association (Nurses Collective Agreement) to make both non-monetary and monetary provisions effective April 1, 2026 for all employers transferring from CSSEA. This extension will allow more time for HEABC to work with Employers and Unions to negotiate transfer agreements and for transferring agencies to become familiar with HEABC collective agreements. In mid-August, HEABC will send an information request to employers to continue gathering information needed to negotiate the implementation agreements.
HEABC will be notifying the transferring agencies of their assigned representative in the near future. CSSEA will commence the transfer of servicing responsibilities to HEABC on September 8, 2025; specifically:
All job evaluation matters that arise prior to April 1, 2026 under the JJEP will continue to be handled by CSSEA.
