Compensation Comparability and Classification Anomaly Wage Increases
The CSSEA and CSSBA Committee has been working jointly to determine necessary wage adjustments, which are scheduled for April 1, 2017 and April 1, 2018. The wage grids for 2017, including the Economic Stability Dividend and General Wage Increase, will be released shortly.
The committee reviewed all 62 benchmarks and agreed to the following revisions.
Revised Benchmarks * There are no changes to the grid levels
• Accountant – Minor revisions to qualifications.
• Community Support Worker – Slight language changes were made.
• Secretary, Reception/General Office Clerk, Administrative Assistant and Administrative Supervisor – These positions have been renamed Administrative Assistant 1, 2, 3 and 4, respectively. Language in the benchmarks have also been slightly revised and modernized.
• Occupational Therapist – Updates to qualifications were made.
• Physiotherapist – Updates to qualifications were made.
• Residence Nurse –This position has been renamed Nurse and some modernization and revisions were made to duties, responsibilities and qualifications.
• Behavioural Therapist – Title change to Behaviour Consultant…
The BC Ministry of Finance announced this morning that employees covered by agreements settled under the government’s Economic Stability Mandate — including those who work in the social services sector — will soon be receiving a second wage increase.
The increase stems from the Economic Stability Dividend included in the 2014-2019 collective agreements, which allow for ongoing general wage increases when the provincial Gross Domestic Product (GDP) exceeds Economic Forecast Council (EFC) projections. The wage increase is calculated based on 50% of the positive difference between the EFC forecast for real GDP growth and the provincial GDP data tabulated by Statistics Canada.
A pay increase of 0.35% will be applied to the paycheques of eligible employees in February 2017. CSSEA is currently calculating the increases and will distribute new wage grids when they are finalized.

CSSEA’s process for WorkSafeBC claims, reviews and appeals is changing. Moving forward, agencies are required to contact the Employers’ Advisers Office (EAO) directly and send copies of the appeal to their CSSEA Consultant. In addition, the employee should be referred to CSSEIP if it is likely the employee will be away from work for five or more days.

The EAO is an organization independent of WorkSafeBC that provides no charge advice, representation and education related to the workers’ compensation system.

Registration has opened for the WorkSafeBC Rate Consultation Webinar, co-hosted by CSSEA and WorkSafeBC. The webinar will take place on September 20th from 10 am to noon and will provide employers with an update on the preliminary 2017 classification rates that have been proposed for the community social services sector. It will also present background information and data on how the sector is performing and provide information on WorkSafeBC resources that are available to support employers.

Last spring, the provincial government passed the Societies Act, which will govern how not-for-profit organizations are created and governed in BC. It significantly updates the 1977 Act to allow for more flexibility and efficiency, while still protecting the public interest. The new legislation will come into effect on November 28, 2016.
The new Societies Act affects publicly-funded societies and will therefore affect the majority of CSSEA members. Publicly funded societies, such as charities or other organizations that receive significant public funding, will be subject to several new accountability measures. These include requiring that the majority of board directors not be employees or contractors of the society and the public disclosure of directors’ compensations. This distinguishes between member-funded societies, such as sports clubs and professional organizations, which will be exempt from these requirements.
The Act provides societies with the flexibility to create governing bylaws based on their unique characteristics and the needs of the communities they serve, and enables them to file documents electronically with the Corporate Registry.…

The Health Sciences Association (HSA) has informed CSSEA that, per Article 5 of the CSSEA/CSSBA Collective Agreement, an increase in the percentage of union dues is to be applied against earnings for employees belonging to HSA.
Please be informed that effective July 15, 2016, you are to increase deductions of gross earnings from the current rate of 1.60% to 1.85% for applicable employees.
