Mandatory Early Intervention Program Fully Implemented

The Mandatory Early Intervention Program negotiated by CSSEA and the Community Social Services Bargaining Association (CSSBA) in the 2012-2014 collective agreements and reinforced in the 2014-2019 agreements has been fully implemented as of March 31, 2014.

The early intervention program is a collaborative effort between CSSEA and the CSSBA, and the sector’s disability management providers Great-West Life Assurance, Acclaim Ability Management Inc. and the Disability Management Institute to support employees unable to work due to an illness or injury.

In order for the program to succeed it is essential that Employers refer employees to the program immediately after absences of 5 or more consecutive work days.  

CSSEA has been working with all the benefit providers to ensure the process and timelines are consistent across the sector, but for the program to work Employers must refer Employees in an expeditious manner to their disability management provider to initiate the process. 

The goal of the program is to be supportive of employees not punitive, but there are consequences for non-participation.  Failure to comply with the request for medical information or adhering to the timelines could result in discipline or have negative consequences to an Employee’s benefit entitlements including paid sick days and long term disability eligibility.

 Research has shown that participation in an early intervention program helps pinpoint the most effective treatments available for injured or sick workers, results in better health outcomes and diminishes time away from a productive life both at work and home.
