The role of CSSEA in the social services sector
The Community Social Services Employers' Association (CSSEA)
was established through legislation in 1994 to serve four key functions
in the social services sector:
- Act as a bargaining agent for members designated under the Labour
Relations Code or Section 11 of the Public Sector Employers Act;
- Assist the Public Sector Employers' Council (PSEC) in meeting the objectives and strategic directions established by the Council;
- Coordinate compensation services for employees not subject to collective
agreements, benefits administration, and human resource practices; and
- Foster consultation between CSSEA and representatives of employees
in the community social services sector.
CSSEA is charged with coordinating the labour relations and human resource
management for the social service agencies that meet CSSEA's membership
criteria. In order to be designated in the regulations as a social services employer (and therefore as a member of CSSEA), an employer must:
- receive at least $250,000 annually in provincial funding from provincial ministries and/or authorities excluding grants
- receive at least 50 percent of your total annual funding from these provincial sources
- receive at least 50 percent of your provincial funding from non-health provincial ministries or authorities
- are not a stand alone alcohol and drug service provider
- have a community of interest with the community social services sector
- be unionized
CSSEA member agencies range in size from under 10 to over 700 employees
and in total employ approximately 15,000 people throughout British Columbia.
